What Ofcom says

Ofcom published the first statutory register of categorised services on 10 July 2026. It lists Category 1 user-to-user services, Category 2A search services and Category 2B user-to-user services that meet the relevant thresholds. source

Being on the separate emerging Category 1 list does not itself create the additional Category 1 duties. The register also does not remove core duties from smaller in-scope services. source

Ofcom’s Category 1 consultation is open until 5pm on 2 October 2026. It covers draft approaches to user empowerment, identity verification, journalistic and democratic content, expression and privacy assessments, terms and complaints. source
